Background

The Government of Uganda – represented by the Ministry of Finance and Planning and Economic Development (MoFED) in collaboration with the International Development Association (IDA) and other development partners including the Netherlands, the United Kingdom, and Sweden – is implementing the Investment for Industrial Transformation and Employment (INVITE) project. The project is financed by the International Development Association and a Multi-Donor Trust Fund (MDTF).


The Export Firm Support (EFS) is under Component 3 of INVITE and focuses on developing firm capacity and expanding access to market opportunities through different interventions targeting exporters (and potential exporters) to identify export opportunities and meet consumer demand through specialized support.


As the primary implementing agency for INVITE, the Private Sector Foundation Uganda (PSFU) now invites suitably qualified individuals to apply for the position of Communication Officer (CO) under the Export Firm Support (EFS) and Refugee Hosting Districts (RHD) components. The assignment shall be for a period of two years subject to a probation period of six months, and renewable for another two years subject to satisfactory performance.


Job Purpose: 

To manage project communications by technically supporting the EFS and RHD components in ensuring timely and appropriate generation, collection, dissemination, storage, and ultimate disposition of project information. The CO will a) manage the communication on the web platforms and other digital tools; b) participate actively in investment promotion in RHD areas; and c) participate actively in the FES component. The CO shall ensure timely and regular information material is produced and available to project management for-sharing stakeholders for both components and support the implementation for effective stakeholder participation and support.


Specific Duties and Responsibilities:

(i) Refine and improve the communication, and presentation of the web platform as the entry point of the program and ensure that the web platform is an integral part of the communications strategy. A key task is to ensure that the platform is updated by the IT team, with up-to-date project information, communication material, and other secondary material that may be of interest to stakeholders.

(ii) Refine/develop and supervise the implementation of the EFS and RHD communication strategy;

(iii) For the FES component work with the technical team to produce material to market the program to potential exporting firms in Uganda.

(iv) For the RHD component work with the technical team to produce material to market the program to investors, work and participate in investment promotion activities in internal and external markets.

(v) Assess the information needs of the stakeholders and prepare targeted messages on project/component issues.

(vi) Coordinate the development and production of information, education, and communication (IEC) materials in liaison with the various project staff and stakeholders to ensure quality and timely dissemination.

(vii) Monitor and evaluate the implementation of the communication strategy.

(viii) Liaise with print/electronic media on promotion of the project/component activities.

(ix) Work with traditional media groups to disseminate project messages.

(x) Promote a positive culture and image of the project and market the project for greater visibility and access to the target population.

(xi) Review the information on the project website provide content development support and ensure website promotion on a regular basis.

(xii) Organize media events such as press conferences, talk shows, and interviews of key component staff, and stakeholders on public and private media.

(xiii) Supervise the development of printed, multimedia, and/or web-based publications (case studies, research reports, project updates, newsletters, etc.) and provide quality control in line with the project corporate identity standards.

(xiv) Generate specific media outputs (deliverables) as determined from time to time in the respective projected work plans for each quarter.

(xv) Perform any other duties as may be assigned to you from time to time.


Qualifications and Experience:

(i) Applicants should possess an honors degree from a recognized institution in any of the following areas: mass communication, journalism, development communication, or media studies.

(ii) Post-graduate qualification in mass communication, journalism, development communication, strategic communication, media studies, marketing, public relations, business administration, and project management will be an added advantage.

(iii) An undergraduate in business or marketing studies or exposure to business or investment promotion would be advantageous.


Experience: 

At least six (6) years of professional experience in communication at a senior position in a project, private sector, international agency or other credible/reputable institution.


Other Requirements:

a) Experience in communication and media relations, media campaigns and promotional material development.

b) Experience in using a wide range of communication tools in print, broadcasting, electronic and traditional media as well as public relations.

c) Experience working in, and with, some of the following areas: grassroots communities including in refugee hosting settlements, private sector, non-governmental organizations, multilateral and bilateral development agencies and government.

d) Experience of working in the private sector i.e. marketing and investment promotion.

e) Excellent communication skills (oral and written).

f) High level of honesty, integrity, and versatility.

g) Ability to work with minimum supervision and deliver under tight deadlines.


Key Results /Outputs

a) Development and implementation of the component communication strategy.

Reporting:

The Communication Officer shall report to the Project Coordinator.

Refugee Specialist - UG-PSFU-334329-CS-INDV

1.0 Background

The Government of the Republic of Uganda (GoU) received financing from the World Bank towards the cost of implementation of the Investment for Industrial Transformation and Employment (INVITE) project. The Project is complemented and supported by the other development partners including the Netherlands, the United Kingdom and Sweden through a Multi-Donor Trust Fund (MDTF) Grant. This includes finance from the World Bank’s IDA Window for Host Communities and Refugees which supports integrated socio-economic solutions for refugees and host communities.

The Project Development Objective is to mitigate the effect of COVID-19 on private sector investment and employment and to support new economic opportunities including in refugee and hosting communities.

The Project comprises four components and is being implemented jointly by the Bank of Uganda (BoU) and the Private Sector Foundation Uganda (PSFU). 


The Project Components include:

Component 1: Mitigating the Impact of COVID-19 with a focus on the Manufacturing and Exporting Sectors Driving Economic Transformation, including Refugee and Hosting Districts; Component 2: Creating New Product and Transformative Assets including in Refugee and Host Districts; Component 3: Enhancing Capabilities in Public Institutions and Private Firms; and Component 4: Implementation Support, Monitoring, and Evaluation. More details on the project can be found at www.invite.go.ug. PSFU under INVITE seeks to engage the services of a Refugee Specialist (RS) as part of Component 2 implementation, to be part of the Project Implementation Team (PIT). Under component 2 track A: INVITE provides co-financing to selected Lead Investors to develop competitive supply chains in RHDs.


Lead investors will be supported to address issues directly related to an increase in production and to stimulate the demand within their own supply chain in RHDs. These will include:

• assets that go onto the investor’s balance sheet. E.g. Machinery, technology, buildings, utility connections, energy saving investments.

• including training of the labor force, certification of suppliers through 3rd party consulting services, identifying and coordinating suppliers, improving standards, creating market linkages, developing on-site childcare services for their staff, etc.

Track B: INVITE and Lead Investors will work with existing stakeholders (public and private) in the system to address institutional constraints in RHDs.

INVITE expects that Lead Investors primarily address issues in their supply chain, whether individually or working through partners. But where there is a clear wider benefit beyond the Lead Investor, identified by investors or INVITE (a public good), then INVITE may support by working

with partners and providing additional funds, as part of the Investment Plan.

Two areas of need provisionally identified are in labour market coordination, and in the supply of investment-relevant information. INVITE may work with partners such as UNHCR local government, OPM, UIA, and others to address these.

In the future, INVITE might provide funds for projects such as a regional standards liaison office, or to repair an airstrip. Roads will not be funded.


2.0 Job Purpose: The Refugee Specialist will be part of the PIT and will specifically be responsible for the implementation of interventions under the refugee window sub-component.


2.1 Specific duties and responsibilities:

a) Take the lead and provide technical support in the implementation of the refugee and host community sub-component.

b) Through analysis of secondary data, close relationships with relevant experts at OPM, UNHCR, and other refugee-focused organizations, and leading collection of primary data where needed, the refugee specialist will build a detailed understanding of all relevant labor market issues in and around refugee settlements. This should be tailored specifically to the types of large-scale export-oriented manufacturing and agriculture supply chain investments that INVITE seeks to support.

c) Such issues include and are not limited to the characteristics of the potential workforce (demographics, skills, availability, migration, etc), as well as incentive and capacity constraints to labor market participation (training, coordination, information, transport, childcare, social norms including gender issues, wage expectations, access to land, access to finance, access to inputs, etc.).


NOTE: Labor market participation includes wage work, agriculture, and self-employment.

Wage work and agriculture are particularly important for INVITE, and the experience of the specialist should reflect this.

d) Beyond labor market issues, the specialist will similarly build a detailed understanding of other factors in RHDs that create obstacles to investment (access to land, transport infrastructure, support services, local regulation, information, etc),

e) The specialist will work as part of the PIT to prioritize which of the labor market and other investment constraints should be addressed through intervention. They will be a key contributor to the design, implementation, and monitoring of these interventions.

f) The specialist will support the PIT in building relationships with representatives of potential investors, especially by providing information that builds confidence in those investors with respect to their labor market and other investment factors. They will work closely with investors to understand emerging factors

g) The specialist will be proactive in analyzing and bringing to the early attention of the PIT any factors that may create challenges to the effective implementation or success of the program, including potential negative consequences of investments such as conflict or environmental impacts, as well as leading efforts to overcome or mitigate such factors.

h) Liaise with other Ministries, Departments, and Agencies (MDAs), and stakeholders involved in supporting refugees including OPM, UNCHR, and projects to ensure coordination, lessons learned, and complementarity of the planned interventions.

i) Support the Project Advisory Committee on Refugees (PACR) meetings

j) Participate in the development of monitoring tools and systems for the subcomponent

k) Monitor implementation of the sub-component activities in the RHD

l) Identify potential project risk specific to the refugee and host subcomponent and mechanism for mitigating them.

m) Develop sub sub-component annual work plan in line with the sub-component and project objectives

n) Ensure regular communication with various stakeholders and partners

o) Prepare periodic subcomponent reports including monthly, quarterly, and annual reports.

p) Coordinate the overall M&E and Impact assessment teams.

q) Perform any other related roles as may be assigned by the Project Coordinator from time to time.

r) Support environment and social PIT members in managing the specific ESF risks in refugee settlements.


3.0 Qualifications, Experience, Other Skills, and Competence:


3.1 Academic qualifications

(i) Applicants should possess an honors degree from a recognized institution in any of the following areas: Economics or Business or Social Work and Social Administration, Rural Economy, Development Studies, or other related discipline.

(ii) Post-graduate qualification in refugee management will be an added advantage


3.2 Experience:

i. At least eight (8) years of professional experience working on economic and social development projects, three (3) of which should be on refugee-related interventions.

ii. Demonstrated experience and skills in undertaking social assessments, stakeholder analysis, developing plans, and execution.

iii. Experience in working across the areas of grassroots communities, the private sector, non-governmental organizations, financing, multilateral and bilateral development agencies, and government will be an advantage.

The specific areas for support under the Export Firm Support (EFS) program, will be prioritized by the exporting/potential exporter firms’ managers with the objective of focusing on those areas where the returns in terms of export volumes and values are higher. The supported interventions will be implemented over a 12-month period. In addition to consulting support services from local consultants, firms may receive support from consultants established in the target markets who have knowledge and access to specific clients and will also act as mentors and assist firms in identifying and contacting potential clients.

The ESF will focus on formal private business entities that are legally established and headquartered in Uganda and with established business interests in the targeted manufacturing and semi-manufacturing sectors.


Position: Project Accountant


Location: Kampala Uganda


Purpose of the Assignment

The EFS program is designed to boost Ugandan firms' exports of value-added manufactured products to regional and high-income markets. It will support potential and existing exporters to enter new export markets or expand their presence. Support will focus on upgrading firms’ organizational and production capacities and their capabilities to deliver to the demand of foreign buyers.

The Project Accountant will support the component in day-to-day finance function activities of budget execution, processing accounting transactions, providing updates on project expenditure, and participating in the preparation of periodic financial reports. S/he will ensure accountability,

internal control development and enforcement as per the guidelines.

The Project Accountant - will be charged with ensuring proper financial accountability for the program including being frugal with the expenditures and keeping proper books of accounts for the program.


Specifically, the Accountant shall:

a) Reviewing Client Claims submitted for reimbursement in compliance with operational and financial procedures.

b) Reviewing expenditure accountability documentation for completeness, adequacy, and compliance with operational and financial guidelines.

c) Programming the expected cash flows of the program for the short term to ensure proper execution and timely payments.

d) Properly recording financial movements in financial statements, especially cash flow and others such as assets and liabilities that may result from the execution of the program

e) Managing working advance sub-ledger in accordance with laid down procedures.

f) Posting financial transactions into the Financial Management Systems

g) Preparing monthly bank reconciliation statements for review by the Project Financial Management Specialist

h) Reviewing and updating the financial support commitment ledger on a regular basis

i) Preparing regular periodic management reports in accordance with operating guidelines.

j) Assisting in the preparation of annual financial reports and accounts

k) Generating vehicle, telephone, and any other resource usage reports

l) Preparing staff payroll and remitting statutory deductions on a timely basis.

m) Managing the component assets

n) Raise component payment vouchers for review and authorization.

o) Prepare bank payment instructions for approved claims.

p) Properly file all accounting documents in accordance with the project guidelines.

q) Manage the component imprest in accordance with project guidelines.

r) Participate in the preparation of periodic progress management reports in accordance with GoU and World Bank guidelines.

s) Any other legally accepted duties and roles as may be assigned by the Program Manager from time to time.


Qualifications, Experience, and Key Competencies:

  1. An Honors degree in Accounting or Finance; Commerce, or Business Administration with a major in accounts from a recognized institution.
  2. Full Professional Qualification in Accountancy (CPA or ACCA)
  3. Computer literacy with knowledge of the use of the latest Accounting Software applications

Position: Monitoring, Evaluation & Results (MER) Officer

Purpose of the Assignment


The MER Officer has overall responsibility for providing coordination and leadership for monitoring and evaluation of the Export Firm Support and RHD component. S/he will be responsible for ensuring accurate and comprehensive data collection and analysis of results to report on progress toward program objectives. He/she will work with the technical team members to develop appropriate indicators, targets, and methods/tools for collecting information on project activities and assist with analysis for evidence-based decision-making for program improvements.


Specifically, the scope of work will cover;

  1. Develop and Implement the monitoring and evaluation strategy, as established under the component operations Manual, and recommend any possible changes if appropriate.
  2. Identify information requirements for both at the management level (output level MIS) and at the impact level.
  3. Establish a data collection framework: data to be sourced from other institutions (URA, Customs), data collaboration, data collection via the web platform, and primary and secondary data collection.
  4. As needed draft questionnaires or any data collection instruments when needed based on best practices.
  5. Review the performance indicators and add new indicators or sub-indicators if needed, and new baseline data.
  6. Summarize reports produced by different stakeholders; ensure consistency with the definition and methodology of collection of these indicators by keeping an M&E plan for each indicator.
  7. Following point 4, develop and implement a Gender-based tracking and impact analysis, in collaboration with the WB and other external research partners.
  8. Following point 4, develop and implement a Decent Job monitoring and impact analysis, in collaboration with the WB and other external research partners.
  9. Develop data reports for the management and policymakers: a) at the results level using the web platform and other sources; b) every 6 months following the agreed
  10. RF, c) at the intermediate outcome level following the RF; d) at the impact level annually; and e) Impact Assessment at mid-term.
  11. Prepare quarterly and annual M&E reports showing progress against the targets of each output indicator and assist in the preparation of the annual work plans.
  12. Assist the Program Manager in preparing periodic reports by providing data on all activities in progress as per the performance indicators, non-performed, and completed during the project lifespan.
  13. Work with the IT Program Officer to set up a database for operational systems for collecting, analyzing, and reporting project-related data.
  14. Develop as appropriate, TORs for special studies if and when necessary (e.g. baseline, Impact Assessment; monitoring and evaluation studies, etc.
  15. Work with the IT Program Officer to update the Online Platform in order to generate the required performance reports.
  16. Any other duties that may be assigned by his/her supervisors under the component and INVITE project framework.

Qualifications, Experience, and Key Competencies:

Educational Qualifications: Honours degree in Statistics, Economics, Social Sciences, or other related subjects from a recognized University with postgraduate training and qualification in monitoring, evaluation & results (MER). A master’s degree in a related and relevant field will

be an added advantage.

Relevant Experience:

a) At least 5 years of direct experience as a monitoring & evaluation expert on at least two projects (designing indicators, monitoring and setup of the data collection)

b) Experience in designing and/or implementing data collection (designing questionnaires, managing survey firms, etc)

c) Knowledge of data analysis software (e.g. Stata, R, SPSS) and contemporary computer skills in word processing, spreadsheets, databases, PowerPoint, and projects are required.

d) Strong knowledge of/expertise in evaluation techniques (quasi-experimental methods, randomized control trials, qualitative methods)

e) Strong experience in the entire evaluation cycle, from design and formulation to implementation, analysis, and presentation of results and recommendations.

f) Good oral and written communication skills. Should be fluent in English.

g) A high level of interpersonal and management skills and ability to work with teams in the organization.

h) Proven integrity and confidentiality in handling public resources and in executing duties.
